Public Accountability

The Transparency Code for Smaller Authorities (Department for Communities and Local Government, Dec. 2014) requires Parish Councils with an annual turnover not exceeding £25,000 to meet new transparency requirements and to do this with effect from 1 July 2015. 

According to the Code, such Parish Councils should publish:

  •     minutes, agendas and meeting papers of formal meetings
  •     end of year accounts
  •     internal audit reports
  •     annual governance statements
  •     all items of expenditure above £100
  •     the details of public land and building assets
  •     list of councillor responsibilities

Here you can find the agendas, any formal meeting papers and the minutes for each of our Council meetings.  On this page, we provide links to the minutes of the last 12 meetings.  Earlier minutes are available from the clerk.  We will also publish here the agenda for each future meeting, at least 3 days before the date of the meeting, and the draft minutes of the most recent meeting which have not yet been approved.

Planning Committees

Planning committee meetings are held occasionally, where there is a need to discuss a planning matter before the next scheduled council meeting. They will include councillors from the area under consideration.

Minutes of 2019 Annual Assembly

The 2019 Annual Parish Meeting was held in Elberton Village Hall on Tuesday 9 April 2019. You can read the draft minutes of the 2019 Annual Parish Meeting here.  Due to the Covid-19 lockdown, the 2020 Annual Parish Meeting had to be cancelled. We hope to resume as normal in 2021.



Community Infrastructure Levy

In line with legislation, the Parish is entitled to 15% of the monies received by South Gloucestershire Council for developments within the Parish. This money must be spent on the provision, improvement, replacement, operation or maintenance of infrastructure. This link gives details of the Community Infrastructure Levy monies received, held and spent during 2018/19.


End of Year Accounts

Here are the annual accounts of Aust Parish Council for each of the last three years, in date order with the most recent accounts first. 

These sets of accounts itemise all items of expenditure. This exceeds the government's requirement that we should report all items of expenditure over £100.

A copy of our most recent annual return is to be found here.   It includes the annual governance statement and the internal audit report.  Individual Councillors do not have specific responsibilities.  Here, you can see a notice to electors, explaining how to access the accounts.




Details of Land and Building Assets owned by Aust Parish Council

The only land or buildings owned by Aust Parish Council is the Woodwell nature reserve at Littleton-upon-Severn.  It is managed by South Gloucestershire Council.
